Planning and Quality Management
PQU supports implementation of the UTS Planning and Improvement Framework (PIF). The new framework is being implemented progressively during 2009 and 2010 as a result of a review of the former Planning and Quality Management Framework (PQMF) undertaken in 2008. The review focused on how best to deploy the Strategic Plan 2009-2018.
Features of the new framework include:
- Development of a concise university strategic plan with a clear vision for the future
- Articulation of the University's values
- Increased focus on "strategic conversations" about the university's strategic direction, and less emphasis on planning documents
- Identification of University strategic priorities for forward years earlier in the annual planning cycle
- Increased focus on multi-year action planning, to be supported with multi-year budget forecasts.
PQU's support involves:
- Supporting the University's annual Planning, Budget and Reporting Cycle, including:

- supporting strategic planning at UTS at the whole of university level
- supporting action planning at the faculty and unit level, and
- conducting periodic scans of the University's operating context.
- Promoting adoption of the Plan, Do, Review, Improve (PDRI) quality cycle throughout the University, and
- Providing executive support for the Planning and Quality Committee.

Other parts of the University involved in implementing the PIF include:
- University Senior Executive members who sponsor individual strategic plan strategies and Scorecard KPIs
- Faculty Deans and Unit Directors, who develop annual action plans for their areas
- Directors of support units leading implementation of pan-university support plans, and
- Financial Services and Human Resources Units who work with PQU to integrate the annual planning cycle with budgeting and workforce planning.
